Unwed Father's Responsibility

My unwed niece, who is pregnant and will soon deliver a baby. She has been declared ''unfit'' and the local Child Services Bureau is expected to take custody the baby at birth. The father of the baby isn't interested in assuming custody and wants simply to walk away from the situation. My question is: Can he do this? I.e. can he simply walk away from the child without any financial and/or any other responsibility - effectively leaving the taxpayers responsible for the child's future.

He will be required to reimburse the county for the cost of care of the child until the child has been placed in a permanent situation.
