Legal Question in Family Law in Ohio

Can a unwed mother (custodial parent) who was given custody in court file a motion with the courts to request visistation for the non-custodial parent?

The non-custodial parent should file this since he is the one who wants visitation. I am not sure why the custodial parent would want to file this.
