My ex wife moved 3 hours away with my children and didnt file before the court. What are my rights?

In Ohio, your rights will be determined by the Divorce Decree or Shared Parenting Agreement that you have with her through the Court. If there is a provision in the Decree or Agreement that she petition the court for permission to move, then you can file a contempt of court motion and have her explain to the court why she should not be held in contempt for failing to abide by the Court's orders.
