In Ohio, if you sue for divorce and get service of process upon her (this will obviously entail getting her location so your process server can serve her) then the Court will set up a custody/visitation schedule to go into effect almost immediately and then if either party disobeys that order, then that party would be subject to contempt of court proceedings.

You will want to get an attorney involved to help you out with this if you can, whether it be me or someone else.
