Filing in small claims court

I live in Ohio and need to file a claim against someone who now lives in Virginia. Where should I file?

Dear Inquirer: Under the Ohio Rules of Civil Procedure,you must file your claim or suit (lawsuit)in the county wherein the claim arose.
