Hello,
Can an attorney sue me for breach of contract of legal fees that I never agreed to nor signed any type of contract with his office retaining him as my attorney?

Anyone may sue anyone else. However, the complaining party (Plaintiff) had better have a darned good case and be ready to prove it.
An Attorney has no right or claim for fees unless the Attorney has actually rendered professional services for you or in your behalf.
Contact the local Bar Association in your city or county, and file a grievance with them, stating all of the particulars of your case and complaint.
