Judicial Finding of Fact?

Can I go to Ohio state court to get a finding of fact by a judge? I wish to have an official record in a judicial proceeding that I am a member of the 'unorganized' militia in Ohio. The Ohio Revised Code section 5923.01 states I am - and I meet the qualifications - specifically paragraph D. Is this possible?

Statutorily you can do this, but if you are seeking to have the right to bear arms without a license, then the judge's political mindset becomes an issue.
