Loan - Which small claims court?

I loaned a former friend some money. I live in Ohio. He lived in New York at the time. He has not acknowledged many attempts to contact him about payment. Since this time, he has moved to Massachusetts. I am not sure if his permanent address is in New York or Mass. The loan was made in New York State. In which small claims court do I need to file?

In New York, in the county where he lived at the time the loan was made.
