Are you considered a foreigner if you are from Newfoundland?

Section 101(a)(3) of the Immigration and Nationality Act defines an alien as "any person not a citizen or national of the United States." If you were born in Newfoundland to parents who are not citizens of the U.S., then you are an alien.
