Is there a waiver available for people who are not capable of passing the citizenship civics tests due to total illiteracy?

If you have a medical condition which qualifies for a medical disability waiver, illiteracy can be forgiven. Also, depending on your age and number of years as a permanent resident, the English language requirement is not necessary to be met.

The medical condition must be one that causes the inability to learn the information or precludes the ability to learn to read and write. Our filed office in Ohio is very tough on these cases and will routinely question the doctor who submits the diagnosis letter.
