what is binding?
Is a handwritten, dated promise binding if not notorized and can it be amended if both parties agree to the change but no amendment was originally provided for?

Yes and yes. ( In general. NOT valid in some cases, such as a WILL or real estate DEED.) Call or write for more assistance.
