Legal Question in Intellectual Property in Ohio
How does one go about obtaining the rights to stream video clips on the internet. The clips are already owned by companies, especially news organizations, but only small segments of the videos would be posted (i.e. less than 5 minutes).
I plan to contact news organizations to ask permission, but I'm not sure how I should pose the question. Should I make sure to get the agreement in writing?

You probably should have an attorney do the rights clearance work for you, and yes the permissions should be in writing.
I do a lot of this kind of work and would be happy to assist you if you contact my office during regular business hours at (202) 973-0188. www.thecontentlawyer.com.
