Non-custodial visitaion rights

can my 12 year old daughter decide not to see her non-custodial parent? For years he made due with an accasional phone call, now he thinks he can excercise his visitation rights, and she really wants nothing to do with him. Thank You

He has the right to file for visitation, but the judge decides after speaking with the child.
