Shared parenting and and equal use of beneficiaries (daughter) ssi benefits

I have Shared Parenting of my 6 yr,old daughter,and I am also receiving Social Security Disability. Her mother, working and married to a man with a good job is custodial parent for ''school reasons only'' per the Court order, making her the payee of my daughter's SSI,$654.00 per month.

I barely make it on SSDI,$1309.00 per month and still feed, clothe and take care of my daughter's needs when she is with me.Her mother won't share or offer any help. She doesn't send my daughter over with enough clothes ect.

The SSA does not involve themselves in these issues. They advised me to take her to court.

I pay $49.00 per month for back child support incurred when I wasn't working. About $5000.00 and I have been told that it is seperate from SSI money. I want to borrow money and offer her mother $2500 to clear back support.CSEA modified my current support to $0.If I can't settle I still plan to take her to court.

What type Attorney do I need and would it be the same Court as our shared parenting was? What are my chances and what%of the money do I ask for? Can I file myself prior to hiring a Lawyer, and what forms do I need?

So, am I entitled to money?What court,filing info, lawyer, advice and anything else should I do or know?
