am i covered under work comp while driving school bus to and from beginning of route if employer will not pay for that time?

Depends on whether this is in the course and scope of your employment. If you are driving the bus as part of your commute, then you may have some trouble. But if you are driving the bus from a school owned lot to the beginning of your route, I would expect that any injuries you have sustained would be covered. However, comp is a very fact-specific area of the law and determinations cannot be made without a comprehensive interview with a qualified lawyer.
