Can an employer take away vacation days and apply them to sick leave?

If you are an at-will employee, that is, not a member of a union or do not have an employment CONTRACT in place, your employer can basically do what they want. An employee's manual is normally not a contract and company policies can be changed at whim. (The exception to all of this is the employer can not institute a negative job action in a discriminatory manner.)
