Legal Question in Employment Law in Ohio

felony arrest, misdemeanor conviction, still no job..

My friend was arrested for a felony when he was 18. The felony was recieving stolen property and criminal damage. He was only convicted of a misdemeanor on both. His record was also supposed to be expunged when his probation was over. This all happened in Wisconsin. He now lives in Ohio. He has been applying for jobs and when they do his background check it shows up that he has a felony and they won't hire him. The only way it should show a felony is if they check the arrest record. Is this illegal?

You need to expunge it from here. Don't trust that it was done right in wisconsin. It can be done quickly from here thanks to technology.
