is it legal to make an employee sign an agreement saying they will pay their employer 1 dollar for every minute they are late or goes over their 30 minute break time ? not signing agreement means your agreeing to be terminated

It is probably legal, but could have a big impact on your status as a salaried/overtime-exempt employee or hourly employee or independence contractor. Employers are permitted to fine employees or institute work rules that would cause the employee to compensate the employer in certain situations. The problem here, if there is one, would be in the enforcement of this policy. Depending on your pay, it is possible that if the policy is enforced you could drop below the minimum wage under Ohio law, or under federal law.
