In Ohio, can a payroll check be delayed due to an incomplete timesheet or a missing timesheet?

In Ohio, the law requires employers to make all wage payments to employees within 30 days of a regularly scheduled pay date. If there is no regularly scheduled pay date, the employer may have more time available to them to delay payment.
