Not paid for hours worked

I work for a Ohio Public School as ''School Bus Driver'' using the school corp owned bus. We are not ''contracted'' to do the job rather the school board approves and gives each driver a ''letter of approval'' to work for a determined amount per hour to drive for that school year.

The school then only pays the time from the first student pickup and last student drop off, not from the bus garage and back. This requires some drivers to drive up to 15-25 mins before and after the ''route'' without being paid for the time driving.

Is this legal?

You should file a declaratory action because your in the gray.
