Can a past employer slander you to a prosepctive employer in a reference?

No. Not if it is truly slander. To prove a claim of slander you must prove: 1) whatever was said was false (not an opinion); 2) the speaker knew of the falsity; 3) the falsity actually was the cause of losing the job with the prospective employer; and 4) you suffered damages because of the untrue statements.
