Your post does not contain sufficient information to determine whether the employer has any legally justification for withholding your paycheck. Rarely, however, do employers have such a right. If you are no owed more than $3000, you can file a claim in small claims court. In Ohio, employers must make semi-monthly payment of wages and when wages remain unpaid for a period of thirty days beyond the regularly scheduled payday, an employee has a claim for the unpaid wages in addition to a small amount of statutory damages.
