Time and a half pay for 16 year old

my son is working his first job with the Trumbull County Agricultural Society (working ground keeping for the Trumbull County Fair) and I was wondering if they are obligated to pay time and a half for hours worked over 40 in a given week.

More than likely they are, unless they provide compensatory time off in lieu of overtime, which the Fair Labor Standards Act permits. The overtime laws (including both the federal FLSA and Ohio law) require the payment of overtime to non-exempt employees. Based on your description, your son is likely a non-exempt employee entitled to overtime. If he wishes to assert his right to overtime without an attorney, he can file a complaint with the U.S. Department of Labor. It�s free and the DOL will investigate and take action if the employer is in violation. While I am not very familiar with the laws as they apply to minors, there may other issues given your son's age.
