Legal Question in Employment Law in Ohio

wages

I worked at a place for $15 @ hr. , then got laid off, lack of work. Now work has increased and my boss called me back to work, but has lowered my wage to $13. Can he do that ?

If there is no union, the employee can waive his hourly rate voluntarily.
