Legal Question in Landlord & Tenant Law in Ohio

My brother passed away on December 28. I asked his aide to let me into the apartment that he rented from Metropolitan Housing in Ohio. I needed to get his lockbox so that I could get paperwork and cash needed for funeral arrangements. The nosey neighbors in the building reported to Metro Housing that we were carrying stuff out of his apartment. So maintenance changed the locks even though his rent was paid up. Now Metro says they can't give me a key to get in to clean out his apartment maintenance will have to unlock for me. I would return the key when all done. I deserve some time and privacy. Can I do anything about this?

The best thing would be to open up a probate case before the probate division of the Court of Common Pleas in the Ohio County in which you reside. If you are appointed as executor or administrator, that will put you in the position of the tenant to do anything he could have done while he was still alive vis a vis disposing of the property of the estate.
