My friend is renting an apartment that was badly damaged along with many of her belongings in a fire that started somewhere else in the apartment complex, I was just trying to help her out, my question is what legal rights does she have for being compensated for her loss.

The answer depends on insurance coverage. If your friend had renters insurance, that should cover the loss. If the cause of the fire can be determined, and there was negligence, the insurance for the negligent party should take care of it.
