If my gas is shut off because of severe gas leaks, is my landlord responsible for providing my family and I a safe place to stay (example: hotel room) until all repairs are done?

In Ohio, under Ohio Revised Code Section 5321.04, the landlord must put and keep the rented residential premises in a fit and habitable condition. Your lease will also have either an express (written out) and/or implied (the court will pretend it is there and act accordingly) warranty of habitability. Upon his failure to do this, he would be in breach of contract and you could sue him for the costs you incurred in finding alternate living arrangements.

Make sure that you keep good receipts of all your expenses (including having to dine out since you don't have a kitchen). Make sure also that when you leave, you provide a forwarding address for the return of your deposit in writing before you leave and that you document the condition of the apartment before you leave by making a video so that you won't be charged for damages you did not do.
