Legal Question in Landlord & Tenant Law in Ohio

I have a question as to landlord/tenant law in ohio.
My girlfriend recently broke her lease. We had to pay a $150 break lease fee, and a $50 fee to have there maintenance crew come in and clean because this cleaning was done earlier than scheduled (they did not advise us of this at the time the lease was severed.)
They then sent us a letter detailing that the last month's water bill would be deducted, along with the $50 mentioned above, subtracting that from the $300 security deposit, so we anticipated some $170 to be returned.
upon calling the management office to inquire when we could expect this, we were told that an additional $130 would be deducted from the security deposit because the new tenant was offered $65 off the first two month's rent as a "promotional" offer. The new tenant is the son of the property manager's best friend.
My girlfriend moved out June 15th, her lease was to run to September 1. The new tenant moved in June 29.
Is this legal for them to do this? To offer a rental promotion, and then deduct the difference from her security deposit?
