Can a landlord take possession of a basement without notice & declare that it is not for personal storage & that is the only hookup for a washer & dryer?

In Ohio, much will depend upon what the lease agreement says. Landlords cannot make unilateral changes in a lease agreement. Once the lease goes month to month however, if it is residential, the landlord (or the tenant) can alter the terms of the tenancy by giving 30 days' notice to the other party (that 30 days does not start to count down until the start of the next rental period). But if the other side does not accept the change, then the lease is over and possession must be given back to the owner.
