Legal Question in Landlord & Tenant Law in Ohio

I moved into a duplex about three weeks ago. The day after we signed our lease and started moving in we discovered the house had both bed bugs and roaches. The landlord haa came and sprayed pesticide himself but after researching for myself I told him that the issue would require professional. He has been extremely slow to act and my wife and daughter cant sleep here without getting bit up. Is this a case where I could pay my rent into escrow until the issue is fixed or am I stuck in a house full of bugs for the next 11 months?

In Ohio, if the landlord is not correcting problems in and around the rented property, then the tenant should send a letter to the landlord describing the problems. If the landlord does not fix the problem within 30 days or a reasonable amount of time (whichever is sooner) then the tenant (if current on the rent) can take the rent to the clerk of courts any pay the clerk. This is called escrowing. But it has to be done with the clerk of courts. You can't just "escrow" by not paying.
