Can a realty company advertise utilities included in rent on their website and then when you come in to fill out application tell you they are not?

In Ohio, I don't know of any statute against this practice. Normally, this would be a violation of the Ohio Consumer Sales Practices Act, but that Act has been consistently held by the Courts not to apply to relationships between landlords and tenants (which is covered under Ohio Revised Code Section 5321 and does not address advertising by landlords).
