I assume that you mean that there is something that is preventing you from accessing the storage area like a broken door or something along those lines. If this is the case then it woudl appear that the lessor is breaching the lease agreement (though I have not seen that agreement, it may make you responsible for repairs).

Assuming that the landlord is responsible for fixing the garage to make it work, you can fix it your self and then send the bill to the landlord. If the landlord does not pay then you can sue the landlord for the amount asserting breach of the lease.
