tenant owes more that 4000.00 dollars back rent, what department do i go to in court to file eviction papers and back rent. thank you

It depends on which the tenant resides. In Franklin County, evictions are generally filed with the Municipal Court. I wouldn't recommend filing an eviction and asking for back rent without meeting with an attorney.
