Can a tentant break a lease, if he or she fears for their life, or safety?

In general, most leases have what is called a right to "quiet enjoyment", meaning the uninterrupted and undisturbed ability to use the leased property without outside interference. If the threat is as serious as you indicate, you should consult with a local attorney about your possible remedies.
