If I have water coming in side of my apartment due to severe weather, does the complex and management have an obligation to do whatever steps necessary to ensure the issue is resolved? Thank you!

Generally yes. The Ohio Landlord Tenant Act sets certain basic minimum standards for safety and livability of rented property. You can point this out to your landlord in discussions about a fix. If your landlord still does not remedy the problem, you might consider bringing this to the attention of your local building code enforcement officer.
