Legal Question in Real Estate Law in Ohio

When I was 17 my mother kicked me out of the house and she had one of her ex boyfriends hold onto my stuff until I found a permanent place to live. I have tried to contact this person about getting my belongings back and he has ignored me. What can I do? Some of these things can not be replaced like pictures and things from my childhood. He has talked to my mother about the situation and told her that he is not going to give me my stuff back until a cell phone bill gets paid that is in his name. He had a phone for me on the account but my name is not on it. So the 2 questions I have are am I able to get my belongings back and am I responsible for this phone bill?

Do you have evidence that you can take to court to prove that those items are yours or your mother's? Your mother is not willing or able to help out? The easiest way--I'm not saying the right way necessarily--is to offer a compromise settlement to this man. Then hold on to these items yourself in the future!
