Legal Question in Real Estate Law in Ohio

My name is Andre Dunbar and my question concerns a very unfortunate situation which involves my 75 Chevy Monte Carlo Landau. I had an old school classic Monte Carlo that I bought off a family member of mine that I seen a lot of potential in that I felt was being put to waste, so basically I purchased it for a project car and w/ no insurance on it I immediately started pouring money into the car. I sent it around 3 to 4 different shops each having different duties, body, paint and minor details est., which racked all up to about 5k before I met my worst nightmare. now to be honest w/ the whole situation, I had met an interior designer through the same family member that I bought the car off of which the designer was employed at a legitimate shop but wanted to do my car for a side job so he could pocket more and I could save more money out of the deal so he had me take my car to a prospect shop that wanted to hire him which he did side jobs for which was also a legal legitimate car shop that would allow him to do his side work there for small favors from him. So as you can imagine I rolled w/ the deal and situation, but I seemed to bump into small situations, out of the situation that I didnt see coming. now the guy had major detail work to do on my interior but had little time to do it due to the situation w/ the job he had occupied, his free time to work on my car was very limited so as you would expect it would take him some time to get the job done and not to mention hes an older man, now I would go to the shop my car was at time to time just to inspect the production and how he was coming alone for the services that I already gave half upfront on. well a time came were I couldnt get a hold of him for a week and I went up to the shop my car was at and seen nothing done to my car no more than what I seen a week and a half ago, so naturally I started asking questions about him around the shop and the owner of the shop was in and when I spoke to him he told me that he also didnt hear from him and if I speak w/ him before he does, he would need me to tell him to get the car done ASAP because its been there long enough and he would need the space knowing hes not charging for the space, which was something I understood because it is a place of business. so as I was departing the lot i was approached by one of his employers who admired the car and proposed a deal to me on adding some used but like new race camshafts to install into my engine all for $750 (which was missing from my car) so I told him i would think about it and give him an answer when I would come back to check on my car. So I went to my interior guy's job and asked for him (since no one has heard from him) and I found out he's been hospitalized for a minor heart attack. so eventually I end up getting a hold of him days later which he claimed he was alright and he would get back to doing the job ASAP, just a few days after speaking w/ him I went up to the shop my car was at and went w/ the deal the employer gave prior to me departing from the shop the last visit, (I went w/ the deal to by the interior guy more time and not cause problems w/ the owner of the shop you know since now Im spending money w/ him and plus I was going to eventually need to get it done anyways so I thought I should take the deal while its here instead of paying triple the price later). So I gave them $375 upfront to start w/ and he told me he would have the job done by the next following week, the next following week I arrived back at the shop to see the progress and come to find out the employee that offered me the deal had half my engine broken down and was nowhere to be seen or found since police came around looking for him for child support charges a few days prior, so I ask for the owner and ask him whats going on w/ the situation, he told me not to worry and he would have my car ready in a few weeks, because now that his employee wasnt around he would have to squeeze it into their booked up schedule unless he pop up sooner to finish his agenda which made it possible to get it done sooner than later. then a few weeks later I once again I tried to contact my interior guy to see if he finished up on my car or not but couldnt get a hold of him so I called myself paying the shop a visit to see how the progress was coming alone and when I arrived, I arrived to a vacant car lot "deserted". confused and upset I approached the car sales lot that shared the same building w/ them and asked did they know anything about what was going on and they informed me that the shop I had my car at had got raided by "ATF" they had a warrant for the owner of that shop, and a day afterwards all the cars in the lot vanished, they said mine was the last to go, they said it left a couple days after the situation occurred, (I found it odd that they never seen one car leave that lot and they shared the same building), but to not make anymore problem then their already was I informed the police about the situation which the detective is doing nothing for me in this situation, nor giving me any advice on what I should do about this situation Im hoping you can because my best lead i had to point me to my car, the interior guy died of a heart attack come to find out thats why I couldnt get a hold of him and the owner is suppose to be locked up in the federal penitentiary. Please tell me I can make confiscation some way w/ this situation "aka" big problem I've been having for the last 3yrs.

To give a simple answer to a long question, you might try taking the title to the car to the law enforcement agency that confiscated the cars on the lot, and prove to them that you are an innocent customer of the auto facility and that no wrong doing is involved with your car.
