Breaking a Lease because of maintenance issues

Is it possible to break a lease due to lack of promised maintenance? The problems include leaks coming thru the ceiling, doors that won't shut or lock

..

When management will not cooperate who can you turn to?

You are talking about constructive eviction. If the condition of the premises is so deplorable that you can no longer live there, give the landlord a notice that you are leaving immediately due to deplorable conditions and spell the conditions out. You should not be held liable for the remainder of the lease if the conditions are deplorable.

Ohio Landlord/Tenant law does have statutes that address the actions that can be taken if a landlord does not provide a safe and habitable premises. If the tenant has complied with all the notice requirements, rent payments may be deposited in escrow with the court, and a tenant may even go so far as to terminate the lease.
