Breech of Contract

I just recently bought a house and the previous owner has not paid his water bill, am I responsible for it if he doesn't pay and can I make him pay for the water if the 30 closing is up? Also there where certain things in the contract that where to be finished in the house, these things have not been completed, what should I do? Is this breech of contract and can I take him back to court to finish these things?

I would take him to court in order to make him live up to the terms of the contract. One must temper that with; what will it cost to fix the problems. If it is just a couple of hundred bucks, then I would probably not waste my time. Unless of course it s principle and you can take him to small claims court.
