Civic Association Legal Rights?

I am part of our neighborhood civic association, and want to find out what legal rights the association would have if a resident of the neighborhood would violate our building restrictions regarding fences, swimming pools, etc. Who is responsible for paying for legal counsel/court fees if a resident is in violation of the restrictions, and how do we enforce the rules? Can we legally stop a project that the homeowner has hired a contractor to complete, or must we wait until the project is completed, then take legal action against the person(s) who violated the restrictions?

An unorganized civic organization would not have a whole lot of authority to enforce any alleged violations. If you were in a condominium or homeowners association you could require that the members abide by standard rules and regulations elaborated in the bylaws created by the owners at the time of formation of the association. The fees for enforcement would be taxed to the members of the association. Again it would be important to look to the method of formation of the civic association as well as whether or not any members of the neighborhood may have opted out.
