Horses in a residentail area.

i live in a residential area.I have two neighbors and they have horses.One of my neighboes has three horses and keeps them down over their hill by a creek,that floods out when we get a heavy rainfall,the horses have no where to stand but in the muddy water.And they have a barn that is not big enough for three horses to fit in it. Also they have been eating the bark off this tree that is in the fence in area.ANd they stink too.I have a swimming pool right by the horses,I enjoy swimming in my pool in the summer with my family,but this summer i can not cause of the very bad smell left by these three horses. i want to know.How can i have these horses remove from this residential area, that they should not aloud to have horses in a residential area with all the houses around. And they don't take good care of them either.

You need to pick up the phone and call several governmental agencies to assist you. First, call the sheriff to report cruelty to the animals. Second, call the health department to report a public health nuisance from the conditions that you are exposed to from the horses. Third, call the building and/or zoning department to see if it is legal to have horses in this residential neighborhood. Fourth, call the Society for the Prevention of Cruelty to Animals to see if the horses are being so cruelly as to warrant removal. Start with these, and follow up to make sure that the matter does not fall through the beaurocratic cracks in the agency. Good Luck!
