Inspection Acceptence-move-out...acting agents & employees

To make a long story short....My husband & I moved from a apartment 11/30/01,which we gave him 30 days notice.The managers maintance man came to our apt. & said this was normal wear & tear.Now, managers secretary gave my husband a inspection acceptance and said evrything was ok on it.....now the manage himself is sending a paper that we owe him money of $$$$..We would like to know is it legal for someone else other than the landlord to say everythings ok & signed.all keys were tuned in & states in the acceptance paper. Do I have a case?

It is just fine for the landlord's agent to speak for the landlord as long as the agent has the appropriate authority. The landlord shouls give you a detailed list as to how the security deposit is being withheld.
