Legal Question in Real Estate Law in Ohio

My neighbor just started building a house on a previously vacant lot. Due to the excavation and basement/foundation being dug and built, it has caused rain water to flood my property. The water has nowhere to go due to the ground level being raised and 10 ft piles of dirt along my property line. As a result of the flooding, my barn now has standing water against and inside of it. Do I have any rights or legal options to get this situation resolved?
