noisy neighbor

I live in a 12 unit apt bldg.I have a young cop living on my floor.He continuously is slamming his door,having loud music and parties 3am to 6am and other times as well.I addressed these issues at least 5 times with owner to no avail.What recource do I have? Can I hold my rent in escrow?The owner asked me if I liked to move?The other residents are afraid to complain for fear of retaliation.Thanks

YOU DEFINITELY HAVE THE RIGHT TO WITHHOLD YOUR RENT AND POTENTIALLY CANCEL YOUR LEASE IF YOU FILE WITH THE COURT IN YOUR JURISDICTION.
