Noisy Neighbors with Teenagers & Drugs

My Neighbors and I are fed up with our neighbors. We all own our homes and the neighbors rent from a landlord. They bring in a high volume of traffic because they have teenagers which speed up and down our residential street. We have called the police several times about Speeding, noise, threats from the teens & friends to 2 neighbors as well as myself, the police will not act unless they catch them in the act, which with a 2+ hour response time will never happen. The mother seems condone her children skipping school and staying home to smoke pot & party with their friends, the landlord will not evict them because they ''haven't broken the lease''. What rights do my neighbors and I have left? Does the landlord share any liability? How can we reclaim our once quiet and peaceful neighborhood?

You need to complain to the local prosecutor who will send the offending neighbor a warning letter.
