Recorded documents being changed illegally

I need to know if it is legal for anyone to take a COPY of a Recorded Surveyors Record, white out the zoning information and change the zoning 8 years later without any notice to the land owners and or have a public hearing to change the zoning?

Something does not sound right. The landowners should be notified of a public hearing if the zoning is to be changed. Check with local counsel to verify your position.
