If you are willed real estate, are you lible for bills befor the property is deaded to you. such as utilities ect ?

Depends on the text of the will. The estate is generally responsible for the property before transfer, unless the will allows the executor to ask for reimbursement. This may also be the case if the estate is low on assets to pay bills.
