Power of attorney

I was looking for info on how to go about getting power attorney over a elderly sick relative in Cleveland,Ohio. She suffers from alzhiemers and I am in the process of moving her home. Wha all does it take to have this process done because i want to get all her bills and everything taken care of before i bring her home can you give me some insight?
