non-employer sexual harassment
What can be done if sexual harassment takes place at work but the harasser is not an employer or co-worker? Is there some sort of ''street harassment'' procedure? Where can you file complaints for this type of harassment?

More facts are needed to answer this question. It should be noted, however, that employers are generally responsible for ensuring that sexual harassment does not occur in the work environment, whatever the source.
This does not mean, however, that the employer is necessarily responsible for episodic, outside sources of such harassment over which he has virtually no control.
