I was divorced and he was ordered to pay taxes and did not and now irs is taking my refunds to pay the debt How can I get my refunds back

If you filed a joint return with your former husband you are BOTH liable for the tax due. Even though a divorce court may order him to pay, that is not binding on the IRS. It may be possible for you to make an "Innocent Spouse" claim if you were not aware of his income. To do that, you need a good tax attorney.
